Banned or Export Controlled Countries/Entities/Individuals:
A. Compliance with Export Control Regulations:
A required step during the initial stages of project development is to ensure that appropriate measures have been taken to comply with Export Control Regulations.
Prior to initiating discussions or transfer of technology or data, it is imperative that WSU individuals verify whether the export can occor to the prospective country, to the company, and to the individual with whom they plan to interact.
Anything that leaves the country is an export and Export Controls apply. Any questions or possible Export Control issues will need to be reviewed by WSU's Office of Research Assurances.
Some examples of issues that MAY require export control review are:
- Taking a laptop computer outside of the United States.
- Meetings with foreign individuals.
- Work being conducted on or off campus with foreign nationals or individuals.
- Accessing a United States database(s) from a foreign country.
- Any items being shipped overseas.
- If the Fundamental Research Exemption no longer applies, see OGRD Guideline __
If you are exporting any materials or working with a foreign individual or entity, you will need to complete the decision tree at the link below and work with the Office of Research Assurances at the contact information found at this link: http://www.research-compliance.wsu.edu/, to follow up with any guidance you receive once you have completed the decision tree.
If your project no longer fits within the Fundamental Research Exemption you will need to complete the Stanford decision tree, as well as read OGRD Guideline __:

This link is for a decision tree developed by Stanford University relating to Export Controls. Although the site is a Stanford link, the information received from completing the decision tree can be used here at WSU. If you receive a "yes" answer you will need to contact the Office of Research Assurances for further direction.
The Office of Research Assurances will be able to tell you how to proceed once you have completed the decision tree with relation to the export controls.
