Grant and Research Development

14-August-2000 meeting - items discussed:
  1. OGRD staffing - we introduced Andrea Comley who is our new Grant/Contract Specialist. Andrea comes from the US Dry, Pea, and Lentil Council. The Grant/Contract Coordinator position has been extended through 21-August-2000 for anyone interested. We will soon be hiring a Computer Support Analyst to provide for the software, hardware, networking, and development needs of the office and pursue the Electronic Research Administration (ERA) push that we have been trying to implement.

  2. NIH’s changes to Modular Grants which is effective Sept. 1st, 2000:

    • Budget narrative is required for ALL personnel not just the Key Personnel - a BIG change
    • Applications not in complicane WILL BE REJECTED - we have opportunity to revise and resubmit but it must be done in a timely manner.
    • There are other changes as well so please review the NIH Guide at the following url: http://grants.nih.gov/grants/guide/notice-files/NOT-OD-00-046.html

  3. ORI policy for the requirement to develop a "program of instruction". There was discussion of dove-tailing this in with the Grants Administration training and possibly developing a module base approach. Any comments about this policy should be sent to me by September 14th.

  4. NIH’s budget is anticipated to be $20.5 billion next year. Their budget has grown significantly over the last several years and “NIH will continue focusing on four areas in EY200l: genetic medicine, clinical research, computer science, and interdisciplinary research, such as chemistry and engineering.” Information we thought would be helpful for you and your faculty.

  5. The Informer is disseminated to the departmental administrators who, in turn, forward that to their faculty. We discussed the possibility of having this sent directly to the PIs and the feedback was positive as well as clarifying what was actually being done. I followed up on who this will be sent to and this will be a subscribing type service for those faculty who want it sent to them, In addition, we will continue to send it to the WSU ANNOUNCEMENTS. The Informer is well-indexed and easy to use - any input and/or feedback can be forwarded to Kathleen Smith-Meadows in our office at smithmeadows@wsu.edu

  6. SPFO’s Display of Open Invoice - this has been helpful for those who look this information up from the departments.

  7. Upcoming Events - There are many upcoming events and I will try and have Sean send this information to you.

  8. Denise reminded us that by 10/1/00 all NSF proposals will be submitted electronically via FastLane so it is important to be prepared. She will be providing a training session to faculty and staff in Sept. so we will keep you posted.

  9. ICP update: 90% done on the space surveys - now the questions will really start. Vince is the point man on space survey issues. Aldrich and Barry are preparing 22 separate data files to be submitted to the Consultant - very comprehensive and detailed information. Basically the Consultant puts all of this information that we provide into their software and develops our proposal. Making sure all the information is good data is the responsibility of both parties. John Daly is also preparing the revision of the DSII and including the research conmmnity on this project.

  10. OGRD has scheduled many Human Subjects Training seminars and we will soon get the word out on times, places, etc. NOTE: a reminder that NIH has required that with any 10/1 submission for proposals that include Human Subjects - all key personnel need to be trained in the area of Human Subjects prior to submitting a proposal.
Thank you all for attending. I expect that we will be receiving current updates on the status of the indirect cost proposal preparation and the workings of the Grant Task Force at future RAG meetings.
