09-December-2002 meeting - items discussed:

  1. OGRD News:
    • Update on the Contracting Officer Search. Andrea Comley communicated that the Search Committee is down to 4 candidates and the Committee is developing questions for reference calls.
    • Grant and Contract Coordinator update - Shelagh O'Neill was introduced. Shelagh has now been with OGRD since Nov. 4th.
    • The Grant and Contract Specialist position is now filled by Jen Raupp who started today and she was introduced at the meeting.
    • Andrea discussed the particular areas that will be managed by the Coordinators. Please see http://www.ogrd.wsu.edu/Staff.asp for the assignments.
    • OGRD now only requires 1 copy of the proposal. Now that OGRD is digitizing everything, we are only in need of one copy.
  2. Technology Update:
    • The Beta testers have been providing feedback to OGRD on the database on how to make it easier to use, etc. We have had good feedback and are implementing those changes.
    • Dan discussed the "My OGRD" concept again related to recent activity that has occurred on a particular project. We will likely have various levels of review - detailed view vs. summary reviews.
    • We are working on an "allocation budget" so that OGRD can provide the cleanest budget possible to SPS for input and uploading. This will be an interesting process as we go along with the eGrants program being pushed by the federal government. We likely have a three-tiered budget, for example, 1. A proposal budget, 2. An award budget, and 3. an allocation budget. The proposal budget being what the Sponsor needs and the allocation budget which the WSU system requires for upload. Two entirely different needs that require management.
    • OGRD Seminar series - Dan showed an example of the on-line seminars which should be on-line soon. See example at www.ogrd.wsu.edu/presentations/pi_roles/pi_roles.htm
    • WSU has issued a BPPM on e-mail retention. See 90.03.2 because this does impact research administrators.
    • WSU IT Security issues related to firewalls and normal operating procedures may impact OGRD's database and we want to watch this. Security issues such as these are why the database kicks off about every 20 minutes.
  3. Policies/Guidelines/Procedures Information
    • Working with Dr. James Petersen on easing up on the need to require data ownership in contracts if services are being rendered that do not include WSU interpretation of the data. Dan is inquiring around the nation as to other's practices here.
    • Clarification communicated about charging items to 03 and 16. 16 will still be available until the old F&A projects are cleaned out - likely 5 to 7 years.
    • Lori Selby from SPS is handling issues related to research administrative efficiencies on a case by case basis in order to evaluate the business processes at SPS. For example, she has been looking into issues related to managing projects with small balances, subcontractor payments, paying items on grants not normally paid, etc. She would like to hear from any of you personally if you have had problems like that with SPS.
    • F&A Waiver request were clarified - this may change upon the appointment of a new Vice-Provost for Research. See the F&A portion of the following url to see the clarifications http://www.ogrd.wsu.edu/budget/bud1.html
    • OGRD is now working with SPS on complete electronic of some documents, ie, no-cost extensions, etc. This will improve the process to get this information to SPS.
    • Dan discussed the ability to setup accounts, grant projects, anywhere from 2 to 10 days. This likely will happen by July to September. OGRD is awaiting the hire of the Contracting Officer which will speed up the process of reviewing grants that the Coordinators will be handling.
  4. Other News:
    • There was a story in the WSU Today on the last Friday issue that discussed the FDP project and its impact on WSU. Dan's next meeting is in Irvine California in January.
    • The Supervision of the Regulatory Compliance part of OGRD will be moving to the newly hired Research Compliance Officer, David Clark. OGRD will still house the personnel, however, over the next 6 months to a year the transition will occur to Dave.
    • SPS and OGRD presented information on efficiencies to the Implementation Team and we included information that we have presented at the RAC.
    • OGRD and Extended University Services (EUS) will be collaborating to provide better dissemination services to faculty. Faculty can beef up their grant proposals by adding a dissemination module beyond their normal publications in peer reviewed journals. EUS has available services that can make grant proposals better than they already are. It is worth contacting them.     • The SPS Director Search is coming along. They are down to 6 candidates and are calling references.
  5. Our next meeting is not scheduled yet for next semester. Dan will notify you when those dates are setup.
