12-February-2001 meeting - items discussed:

  1. OGRD and SPFO are now having weekly meetings to discuss pre-award and post-award issues in order to streamline and standardize our processes. Denise Faerber, Dan Nordquist, Joan Root, Vince Hutnak, and Barry Johnston all attend this weekly meeting.

  2. Murdoch proposals and awards were discussed. Dan Nordquist and Vince Hutnak will be working with Ken Spitzer and the Foundation in order to facilitate this process. We will be in touch with College Administration to make sure all parties are communicated with to help this along.

  3. April-June (2000) monthly OGRD reports were sent out in hard copy with a note explaining that future reports will be on-line or submitted as PDF files to the areas.

  4. Denise Faerber communicated some changes to FastLane - budget revisions can now be done on FastLane without signature required by OGRD. SPFO will still get a copy of the budget for set-up.

  5. Dan attended the Council on Government Relations (COGR) meeting in D.C. and reported the following:
    • OMB sent a January 5th memo out that "clarified" cost sharing and we were introduced to a new term "Voluntary uncommitted cost-sharing". We had much discussion on this topic and our input will be incorporated into a cost-sharing policy that Vince Hutnak is preparing. This policy will have input as well from the community so all know what will be decided.
    • Cost of Compliance is going up and we are still stuck with a 26% administrative cap - human subjects and conflict of interest are the front-runners in MORE requirements for the University.
    • Public Law 106-107 is a law that communicates to the Federal Agencies to come up with a plan to "streamline" federal financial assistance. We are able to comment on this plan by March 19th and the comments shall be centered around Application and Reporting forms, Terms and Conditions, Payment systems, Audit Issues, Electronic processing. OGRD will work with the Office of Research to come up with a response.
    • Watch out when working with NASA and especially when the area of research is related to satellite technology. There is a contract clause about "Export Controls" and implementing the International Trafficking in Arms Regulations (ITAR) which causes big headaches with Universities. WE DO have an ITAR related project and are working with NASA to get the latest updates on how to work with it.
    • Responsible Conduct of Research (RCR) Training is going to be a requirement for research staff and OGRD is working to come up with a "Program of Instruction" by Oct. 1st. Misty, from OGRD, will be attending a meeting in Arlington in late Spring to look at web-based training tools to help us meet these requirements.

  6. The NCURA Regional meeting will be in Santa Fe this year from April 16-18 and if anyone can attend they are more than invited. The program will be up soon under "Meetings Schedule" at this website. http://www.ogrd.wsu.edu/r6ncura

  7. The F&A proposal deadline was extended for 60 days and Barry should have something from the Consultants this week as a draft proposal to review.

  8. Mary Hoffman gave us an update on her training that she is coming up with along with help from many others. She has pre-award, post-award, departmental administrative aspects of her that will all help us get on board. She is expecting that this training will have HRS certification at some point.

  9. SPFO is CAUGHT UP!!!!! with setting up accounts, only the ones with problems are outstanding.

  10. Marilyn Burns brought us up to speed on the data warehouse and how it works.

  11. Our next meeting is scheduled for March 12th at 9:00 am - Denise will run this meeting since Dan will be out of town.
