OGRD ITEMS DISCUSSED:

 

1.   NIH Late Submission Policy (Jennifer Jansen):

NIH has posted written policy for late submissions. This is the first time this information has been made official. Permission for last submissions is only allowed under extenuating circumstance (i.e. natural disaster, death of PI, ect). Permission must be requested via cover letter attached to the proposal and cannot be granted in advance. 2.  Grant Transfer & Subaward Extension Forms (Jennifer Jansen):

The Grant Transfer Form will be prepared by the PI/Dept to initiate the transfer and will include information such as cost share, action type (termination, transfer or change of PI). This form is intended to clarify and simplify the process of transfers from WSU to the new agency and/or other related requests. The draft will be available for review and comment in the near future.

 

The Subaward Extension Form will be prepared by the PI/Dept and will formalize/simplify the process of requesting an amendment to a subcontract. Please note that OGRD does not automatically extend/increase subcontracts per prime contract amendments. This draft form will also be available for review and comment in the near future.

 

3.  OGRD Seminar: Writing Large Proposals (Andrea Comley):

Eric Schuelberger of the University of Washington (VPR/PI) will be coming to WSU to present a seminar on writing large proposals. Content will include guidance and advice for writing collaborative proposals, center proposals and proposals with multiple PIs. This seminar will take place Thursday, February 24 from 1:00 to 5:00 pm. at the following l ocations:

4.  Credit Sharing at the Proposal/Award Stage vs. Post Award Stage

      (Dan Nordquist):

There is a big push by the University but particularly by federal sponsors for us to describe the University’s credit-sharing practice for multi-investigator grants. In order to manage this properly there are many considerations, particularly with the other University agendas that are forthcoming. Special care should be considered for any credit-sharing to compliment with the faculty annual review process, tenure and promotion guidelines, the academic plan, the strategic plan and benchmarking, and finally F&A distribution. There is current discussion on how to divvy up the credit (proposal stage, award stage, post-award stage, i.e., expenditures, etc.). The Office of Research Research Advisory Council (Associate Deans, etc) will form a subcommittee to discuss how to do this appropriately and effectively and in line with the AICS group who is developing the university wide faculty annual review form.

 

5.  SRA (Society of Research Administrators)Western Section Meeting

Registration is open for the Society of Research Administrators (SRA) Western Section 2005 annual meeting in Coeur d’Alene Idaho !

Come rendezvous with old and new friends in a relaxed and beautiful setting nestled next to the Coeur d’Alene lake.  The program committee has prepared a sumptuous buffet of workshops, sessions, and networking opportunities. 

 

New this year on Saturday, April 30 th is a leadership retreat for executive level research administrators.  The retreat is limited in space, so make your reservations early.  Additionally, we are offering fundamental workshops for newcomers to the profession of research administration.  The Departmental Administrator DA 201 series and other sessions leading to completion of SRA certificate programs are on the agenda.  We will also have a robust computer lab with expert instructors will assist you in brushing up and learning new tricks on software applications such as Adobe, Microsoft Access, Excel, and Outlook.

 

When making travel arrangements, don’t forget the pre-meeting golf tournament on Friday, April 29 th !  The tournament package includes a cart, caddie, boat trip to the floating green, tournament prizes and an after golf sports massage for an incredibly low price.  We will also have a few Wednesday afternoon workshops for those of you who prefer not to travel on the weekend.  Also, if you are flying in to the Spokane International airport, let the hotel know your itinerary so they can have a shuttle ready for you at the airport.

SPS ITEMS DISCUSSED:

 

1•  Financial Series #3: Gifts from Research Faculty for Self Directed Research: Financial (Left over agenda item from last month #3)– This document is one of a series of 9 different compliance summaries that the Risk Management Group is developing. Following is an example from the Financial Compliance Summary of an issue to be cognizant of: Making a “gift” to your department, exercising control over how it is spent, and taking a tax deduction as a “gift” providing personal benefit (contrary to IRS regulations).

 

2•  DS 2 Disclosure Statement Approved by DHHS: The Department of Health and Human Services (DHHS) has approved WSU’s Disclosure Statement (DS 2). Business Services and SPS wish to thank the members of our research community for their part in editing the DS 2 and ensuring that it was an actual reflection of University practice. The official letter approving our DS 2 can be found on the SPS web-site. The DS 2 in its entirety will be available on the SPS web-site in the near future.

 

3•  Space Survey Training: We are in the middle of our base year for the University’s next F&A Rate Proposal. The next phase of our cost study is the space survey. Brad Bailey will be providing space survey training at the following times and locations: Lighty 405 on Tuesday 2/15 and WHETS 53 Thursday at 10 AM (2 hours).

 

4•  Machinery & Equip (M&E) Tax Refund: Machinery and Equipment - $90K will be allocated to open grant account as a recovery of expenditures. Brad will be contacting departments that are impacted.

 

5•  SPS Updates (Lori Selby/Barb Korzyk): Our last open accounting position should be filled within the next couple weeks.

 

6•  REX form: –reminder to fill in the new “budget” block on the revised REX form.

 

OGRD Updates:

1.  New Revised REX Form (Jennifer Jansen):

The new/improved REX Form is still in draft form at this time. It is no longer contained in two pages and contains over 80 fields to fill. A lot of this is new information/questions that are needed to fulfill the goals of the electronic REX. The release of the new paper copy will help prepare departments for the electronic version (the E-REX). New items being included by administrative and research areas i.e., indicating research, instruction or other, matching contributions, accurate reporting requirements. The form should be complete and ready for use by July 1, 2005.

2.  NIH E-SNAP Update (Susan Bentjen):

NIH Commons E-SNAP is working great. It is easy, straight forward and worked seamlessly. The difficult part was getting the PI’s registered on NIH Commons and providing delegation to RAs for upload/completion of the E-SNAP progress report.

3.  Personnel Updates (Jennifer Jansen):

 

Jen Raupp is leaving OGRD (and Pullman ). Her last day will be March 18, 2005.

 

Sheryl Zakarison has been hired as the new Finance Office in International Programs.

Barry Seward has transferred and is working in Vet Micropath.

The next RAC Meeting will be Monday, March 14 th , 2005 at 9:10 am.
