ITEMS DISCUSSED:
1.
IRB/IBC Handbook (Dave
Clark):
There
are three faculty committees, the IACUC (Institutional Animal
Care and Use Committee), the Bio Safety Committee, and the
IRB (Institutional Review Board) that govern research compliance
and approval at WSU. IACUC already has a manual. The IRB
and IBC handbooks currently in development will outline
detail of how these committees function and the steps of
the approval process.
Please
note that checking the box for compliance issue on the REX
simply notifies OGRD that these are issues for the project
and does not serve as disclosure for compliance purposed
nor does it initiate the approval process. The PI will need
to initiate the approval process through the formal process
with the appropriate committee.
2.
New OGRD Distribution System
(Dan Nordquist):
Due
to security compliance regulations, OGRD will no longer
be distribution items via email PDF. You will need to look
in the database under recent activity (user will enter the
period desired) to check the status of proposals, awards,
and other sponsored program activity.
To
check activity you must log into the OGRD Gateway, select
the Grants DB tab, enter the area for which you are seeking
information and select a timeframe using “Activity Days
Back” menu. This will bring up a list of database activity
for this timeframe.
For
high volume areas that check activity on a frequent basis
have the option of hiding items that they have already viewed
so that they don’t repeatedly see the same items. To hide
items, click on the Distribution tab and select items to
hide. There is also an unhide button so that you can go
back and change the viewing capabilities for previously
hidden items.
These
functions work only for items after December 15, 2004. Items
previous to this date were distributed via email.
Also
note, you will need to agree to a security use certification
prior to logging into the Gateway the first time since these
changes were made to the database.
Kudos
to Monte Sutton and Brenda Griffin for all of their hard
work in developing a system that is user friendly, but complies
with security mandates.

Time Extensions for NIH Grants
through NIH ERA Commons
(Jennifer
Jansen):
For
1 st time No-Cost Extensions for NIH awards, please notify
OGRD that you wish to exercise your grantee approved, one-year
no cost extension (via email or written memo), OGRD will
submit your request through NIH Commons 90 days prior to
the current award period end date via NIH Commons. Once
notification to NIH is complete, OGRD will send a copy of
the notification to SPS for processing to account.
4.
NASA NSPIRES (Jennifer Jansen):
NASA
will no longer be accepting paper copy submission of proposals.
To initiate a proposal, log on to http://nspires.nasaprs.com/external/
. Call OGRD for the correct address line
for WSU; the address accepted by NSPIRES is not a valid
address, but is the only one NSPIRES will accept for WSU.
The are working to correct this problem as well as other
kinks in the new system. Submission will work like NSF Fastlane
in that the PI/Department will upload the proposal and forward
to SRO (OGRD) for submission.
5.

6.
New Subcontract Initiation
Form (Jen Raupp):
OGRD
has a New
Subcontract Initiation Form for use immediately.
Use of this new form will become mandatory starting July
1, 2005. This form contains several changes to allow for
ease of use, to provide better agency contact information
for subcontract initiation/negotiation, and to address compliance
issues unaddressed in the prior form. Please call Jen Raupp
