14-July-2003 meeting - items discussed:

  1. OGRD News, Dan Nordquist:
    • Cathy O'Rourke, OGRD Grant & Contract Specialist was introduced
    • Misty Cato, Human Subject and Bio Safety Coordinator is leaving WSU. OGRD is in the process of initiating a search to fill her position.
    • Perry Palmer, Faculty Support Coordinator is also leaving WSU. The Search Committee is in the process of setting up interviews for his position.
    • OGRD is in the process of initiating a ¾ time front desk position to better serve the university community
  2. SPS News, Lori Selby
    • A-133 has increased requirements for monitoring sub recipients; therefore SPS will be doing more careful assessments of sub recipient agencies and risk.
    • August 15 there will be a second offering of the Research Administration Class, AWARD ADMINISTRATION III: HOW TO ADMINISTER AN AWARD that reviews BALANCES, FACTS, and DATAWAREHOUSE. There was very positive feedback from the first offering in June.
    • SPS is preparing and in training mode for the negotiation of a new F&A rate for 2006. This early start will help ensure compliance and help reduce cost of this negotiation to the university.
  3. Technology Update, Dan Nordquist
    • There is a committee that meets weekly for the purpose of developing and improving the OGRD Database to be more complete and more user friendly as well as allow SPS and other university systems to communicate with the database to allow for new types of reports that will be helpful to the departments and PIs. This includes adding subcontracts to the database by OGRD/Activity number, award information by fiscal year, ability to view project history, online REX form, etc. (Committee Members: Dan Nordquist, Andrea Comley, Monte Sutton, Mike King, Lori Selby, Nancy McMahon, Brenda Carlson, Peggy Bowe)
    • The Online Rex Form is still in draft stage (Dan will send out for department feedback). The new REX asks for new information that will assist in every stage from proposal to award. New information requests include items such as CFDA #, Full AND Abbreviated Project Title, Assurances & Certifications, Cost Sharing Detail. Many of these changes will help in complying with new federal requirements.
    • Grants.gov is pushing for "up and running" by October 1, 2003. This will include development for submission of federal proposals to be in place for a few select programs as a test of the process. This program is pushing for rapid progress of online submission of federal proposals and will have a large effect on how we do business with these agencies.
    • Brief Overview of Roles & Responsibility Matrix on OGRD Website regarding responsibilities of each party involved in the award process from proposal to final reports.
  4. Policies/Guidelines/Procedures Information, Dan Nordquist & Jennifer Jansen
    • Proposal Submission Review - NSF & NIH (JJ)
  5. NIH and NSF are cracking down on compliance with requirements for font sizes and margins. OGRD will be contacting PIs when a proposal comes in that does not meet these in order to help increase awareness and give the PIs an opportunity to make the changes. OGRD provides this information as a service not as a "policing" action, however, and the PI will be able to request a proposal be sent "as is" if they opt not to make suggested changes.
    • Budget Update - Miscellaneous Supplies (JJ)
  6. Agencies are becoming more stringent in requesting a description of and justification for "miscellaneous supplies". Please encourage PIs to include more specific detail on what they are using this category to purchase and what these supplies will be used for.

  7. This helpful memo related to budget preparation for proposals will be available on the OGRD website shortly. This also gives a better outline on exactly what the responsibilities of the PIs, Chairs and Deans are when they are signing of on a budget.
