11-June-2000 meeting - items discussed:
- Mary Hoffman requested that a sign-up list be sent around for those interested in helping develop courses for the research administrator training class. Please contact Mary if you are interested at 5-6049 or mhoffman@wsu.edu
- Kallie Eirestone’s last day will be 30-June-2000. She has accepted a position as a Grant and Contract Coordinator at the University of Washington.
- We discussed the latest Council on Government Relations (COGR) meeting. The topic of most importance was NIH’s requirement for “education on the protection of human research participants for all investigators submitting NIH applications for grants or proposals for contracts or receiving new or non-competing awards for research involving human subjects. This is VERY important and OGRD will be alerting the Pis, Chairs, and Deans regarding these changes. The NIH announcement is located at
http://grants.nih.gov/grants/guide/2000/index.html “All Investigators is defined as Key Personnel involved in the project based on NIH guidelines.
- We learned that WSU is hiring a consultant to be involved with the new F&A rate agreement - DMG Maximus. The rate proposal needs to be completed by 12-31-00 in order to go into effect by 7-1-2001. There will likely be a space study completed which may result in help from the departments - FYI. Barry Johnston will be overseeing this effort.
- We clarified that SPFO will continue to submit e-mail notification to NIH regarding grantee approved no-cost extensions.
- Denise Faerber generated an up to date GRA matrix which will soon be available on the web http://www.ogrd.wsu.edu/budget/bud1.html One important note regarding fringe benefits is that we increased it from 26% to 27% based on the ‘weighted average” information we received from the Budget Office.
- Other discussion items included:
- SPFO status update - State of Washington agreements will take precedence in being set-up because of their need for estimated billings within 15 days of fiscal year end.
- Delay’s in NSF awards and continuations often get held up because of technical progress reports so it is important that P1’s submit those reports in a timely manner. OGRD will be following up on these issues if it appears to be an undue delay, so if you are having difficulty in these areas please call us.

| Thank you all for attending. I expect that we will be receiving current updates on the status of the indirect cost proposal preparation and the workings of the Grant Task Force at future RAG meetings.
