14-October-2002 meeting - items discussed:

  1. OGRD News:
    • Update on the Contracting Officer Search. Andrea Comley communicated that applications were in and the Search Committee will be having its first meeting on October 15th for a preliminary review of the applications. As a reminder, this individual will be responsible for negotiating contracts, confidentiality agreements, and material transfer agreements. This will help increase efficiency for the grants and other agreements that require no negotiation which will be handled by the Coordinators.
    • Grant and Contract Coordinator update - good news and bad news. Grant Morton submitted his resignation because of medical circumstances is the bad news. The good news is that we hired Shelagh O'Neill to replace Grant. She has excellent pre-award experience as well as post-award experience being a Grant/Contract Specialist at SPS.
  2. Technology Update:
    • I did a review again on the DEMO database and the "OGRD Electronic Gateway" and explained how the database will facilitate the efficiency of research administration for WSU including OGRD and SPS. Some folks have access now as a BETA test is being done looking at Reports, the Log, and the document imaging portion. We have received excellent feedback.
    • Andrea Comley brought us up to date on electronic distribution of agreements and other information from OGRD and how that process is working and the feedback received. I am hoping that electronic distribution will be managed through the Gateway. For example, the Gateway would show recent proposals and recent awards vs. pushing the information out to the various areas which can sometimes cause havoc on e-mail systems. There will be a testing phase for this.
    • I explained again the idea of an electronic REX form that facilitates the process of electronic routing and approval that moves to OGRD for verification and authorization. Once an award comes in then the database is updated with award information then an electronic "tab" will be available for the Account Setup folks to "pull" the information already keyed in to then finish and upload to the system. Carol Zuiches stopped in the other day and was quite impressed with where we have come from to addressing the University's business needs, functionality, and ease of use. In fact they are asking for access to impress their faculty that the Cougs do have it together technologically (Really to simply prove that technology is at work in educational institutions to streamline the granting process).
  3. Policies/Guidelines/Procedures Information
    • Now new information shared here. An announcement that I did no make is that departments are now only required to provide one copy of the proposal to OGRD. Now that OGRD is scanning all the proposals it is not necessary to provide that to us. I will make that announcement at the next RAC meeting.
  4. Other News:
    • I gave an update on the Federal Demonstration Partnership (FDP) kickoff meeting and summarized the discussions:
      • Talked about who spoke, federal representatives, technology representatives, faculty, OMB, other institutional leaders, etc.
      • FDP is composed of committees and task forces. There are also activities to be involved in, ie, surveys, pilot projects, and demonstration projects. WSU will be involved in the subagreement demonstration and we are starting with a pilot with UW.
      • WSU will also be involved with the IRAB group - Initiative to Reduce Administrative Burden and talk about A-21 issues.
      • WSU will also be involved with electronic research administration and stay up to date on e-GRANTS.
      • WSU also had David Yonge from Civil Engineering attend as the faculty representative.
