OGRD ITEMS DISCUSSED
1. Base Salary Update (Dan Nordquist)
Base salary and ADR is a continued discussion. The latest news is:
Conceptually, WSU would like to follow NIH's lead; however, it is logistically not possible at this time.
We are continuing to use our old definition, which excludes ADR from base salary. This way, we are consistent and in compliance.
We will continue monitoring and accessing the risk, until a more advanced system can be set up.
2. Revised Coordinator Assignments/ Quick Guide
OGRD Coordinators, Lauri Kramer and Brenda Griffin have been assigned new departments. The following are the only departments that have changed; all others will remain the same:
Lauri now has College of Business , including SBDC and Presidential Units, including Information Technology.
Brenda now has College of Nursing and Branch Campus, Tri-Cities.
3. Rex Forms (Jennifer Jansen)
There is a new rex form called LITE Rex on the database. Please do not use this without reading the header and determining if it is meant for your situation. This new form is only for specific projects. Please continue to use the regular REX form for regular proposals and contracts.
There have been two changes to the regular REX form. 1) BFA # 2) The conflict of interest has a revision.

1. Special Guests from Business Affairs - Central Stores:
John Glass and Kirk Arrasmith.
Central Stores' Mission : “Central Stores supports the University's teaching, research and outreach mission by stocking thousands of high demand items and facilitating the ordering of non-stocked items through a network of contracted suppliers.”
Central Stores is starting a new direct marketing campaign and will be reaching out to us for feedback.
The Goal: to identify new needs and opportunities from us. We can help the direct marketing campaign, and therefore, help make the upgrades and changes necessary for Central Stores to continue serving WSU efficiently.
Please help by giving your feedback when asked!
Side note: When they had their last calculation, Central Stores had saved WSU purchasers over $600,000 in five years!!
2. Special Guest from Business Affairs – Contracts Decision Tree:
Danette Kriehn
At September's RAC meeting we discussed the Decision Tree, presented by Andrea Comley, which illustrates the decision making process to send a contract through OGRD for proper processing. This month, Danette Kriehn (and Lori Selby) discussed the decision making process to send a contract through Business Affairs office.

If there are any gray areas with coding, call Lori Selby or Nancy McMahon.
If there are any gray areas with where to route a contract, try to familiarize yourself with the decision tree but feel free to call Andrea Comley (OGRD) or Danette Kriehn (Business Affairs).
3. Delegating Signature Authority (Lori Selby and Danette Kriehn)
If you do not have a letter, addressed to you from Dr. Rawlins, that states you have signing authority, then you do not have it.
Please send contracts to Business Affairs for signing.
If you do have signing authority, the next step is to be certain you can sign the particular document in question. If you can sign and execute, please be aware you are in charge of the life cycle of the contract.
It is very important to let people who are eager to sign away on contracts, know that Business Affairs and OGRD are here for their protection and the University's protection. A signer could potentially be personally liable when signing a contract that they weren't actually authorized to sign, or if the contract somehow got away from them due to not fully understanding its scope.
Budget and spending authority does not equal signing authority.
4. A-133 Single Audit in Progress (Nancy McMahon and Lori Selby)
MBWB-EPA and large $1 million plus, contracts due 10/30/05.
Two other federal audits occurring Monday 10/24/05: Office of Naval Research and DHHS.
Effort Forms: missing roughly 500 still. Please get them in!
