10-September-2001 meeting - items discussed:
- Dan discussed an OGRD reorganization that will make more efficient the processing of grants and agreements that require no changes. This area, in addition to approving the budgets, will be managed by Denise Faerber in OGRD. Contracts that require changes and negotiation, will be managed by Grant Morton, Nick Staba, and support provided by Dan Nordquist. - Dan spent some time communicating why these changes were necessary - simply because of short staffing, increased volume in awards, and increased activity in the other areas of OGRD, ie, Information Dissemination and Outreach and the Regulatory Compliance aspect that coordinates the Presidential committees for the use of human subjects, animals, recombinant DNA, and infectious diseases in research. As well as monitoring any conflicts of interest that may arise in federally funded research as well.
- Dan shared an article about the Regulatory Compliance side regarding animals and how an Animal Rights Group was reviewing and commenting that 50 universities were not following the correct procedures in place for pain management with animals, etc. Since OGRD coordinates the Animal Care and Use Committee these are issues that we need to be aware of.
- Dan updated the group on the search for an OGRD Director - search committee is assembled and they met and discussed the timeline, job description, and method for advertising.
- Barry Johnston updated the group on the search for a SPFO Director that is, hopefully, moving in conjunction with the OGRD Director. The committee is working on the wording of the job description in order for it to be clear.
- Barry Johnston also updated the group on the F&A proposal. Barry and others are making a proposal to the Presidents Council to discuss the best way to negotiate the F&A agreement. Some of the points that need to be approved by the President's Council are the following:
- Increase current rate charged on subcontracts from 26% to 45%
- Increase capitalization rate from $500 to $5,000 on equipment
- Charge F&A on Qualified Tuition Reduction - since this is a fringe benefit under WSU policies and procedures.
- Dan shared the WSU went through a DHHS cost proposal audit for a $7.5 MM project that will be managed in Engineering. The Auditor had no problems with the financial infrastructure of the University - we did not think she would.
- The discussion of Request for Shipments for FEDX delivery also was a topic. OGRD, starting October 1st, would like the departments to fill these out if proposals are expected to be shipped by Federal Express. This will ensure addresses are correct, that they match the REX form, and that the correct authorized signature is signing that form. OGRD will provide a backup to this process to ensure the address is correct.

OGRD Human Subjects mandatory training - Misty Cato will be providing monthly human subjects training as required by NIH. These will be provided over WHETS and a schedule is posted on our website.
