OGRD News:
- Contracting officer Search has begun. This individual will be responsible for negotiating contracts, confidentiality agreements, and material transfer agreements. This will help increase efficiency for the grants and other agreements that require no negotiation which will be handled by the Coordinators. The Search Committee for this position consists of John Kicza, Committee Chair, Liberal Arts; Denise Faerber, IBC; Andrea Comley, OGRD; Gary Meadows, Cancer Prevention Research Center; Brent Peyton, Chemical Engineering; Ray Wilder, WSU Tri-Cities; and Leona Fitzmaurice, WSURF/OIPA.

Technology Update:
- I showed the group the AWARDS report from the OGRD home-page and displayed award information for FY02 by month, showed area and department summaries, custom reports, and eventually special reports. This information pulls directly from the database and as we have information available, after we have a full staff, this can be viewed 24/7. To view this information please use click on "Reports" in the lower left corner of our home-page (www.ogrd.wsu.edu) and the userid is "ogrdreports" and password "wsu". The awards information for FY02 resulted in 1511 awards for $108MM.
- I also announced and showed folks the "OGRD Electronic Gateway". This is the portal that OGRD will be using for faculty, staff, and administrators to interact with OGRD electronically. We currently have the Gateway being used for a USDA survey but will eventually have this the login for the interface with the OGRD database that will provide information on where items are at in the system.

Andrea Comley discussed electronic distribution of agreements and other information from OGRD - This will provide a more efficient method of providing this timely information from our office.

Policies/Guidelines/Procedures Information
- For modular grant proposals from NIH, OGRD is still not requiring the detailed budget at the proposal stage, however, upon award the OGRD Coordinators will be contacting the department administrators to obtain a budget prior to sending it to SPS. NIH awards are to be "allocated" according to the University's accounting system, therefore, we will be needing those budgets "just-in-time" to send to SPS for account set-up. Colleges and Departments may require detailed budgets for their files - if that is the case, OGRD would like a copy as well so we don't bother you later, unless, there is a major change in the budget.

According to RCW 39.29.040 section 5, subcontracts are exempt from the bid process if "prior approval is granted by the funding source". This means that WSU will need to have an executed agreement with the prime before a subcontract can be issued. No subcontracts will be issued on guaranty's. http://www.leg.wa.gov/RCW/index.cfm?fuseaction=section§ion=39.29.040

WSU was selected to participate in the Federal Demonstration Partnership based on a proposal submitted back in March 2002. There was a group of us that were involved in the submission, Mary Hoffman, Vet. M/P; Tom Martin, Chemistry; Marilyn Burns, College of Education, Barry Johnston, Controller's Office; Nancy Shrope, OGRD; and myself. I will serve as the Administrative Contact, David Yonge from Chemical Engineering will serve as the Faculty Representative, and Monte Sutton from OGRD will serve as the Technical contact. Provost Bates signed the agreement on 12-August-2002 and we will be attending the first meeting Sept. 18-20 and I will report what I have learned at the Oct. RAG meeting.

Of particular attention is the National Council of University Research Administrators (NCURA) sponsored video-conference entitled "What Departmental Administrators Need to Know About Post-Award and Cost Analysis".

New Faculty orientation dates are set. Oct. 1st and 2nd.
