OGRD ITEMS DISCUSSED
1. Budget Certification Course - presented by Lauri Kramer
Wednesday, September 14, 2005. Room: Neill Hall. 9:00 am-12:00 pm
Attendees will become “Budget Certified.” A budget certified department administrator has the authority to sign off on budgets accompanying proposals, being routed to OGRD and written by their department Principal Investigators. Having a budget certified R.A. means an OGRD coordinator will not have to assemble the budget; however, he or she will still review and sign off on the budget and proposal through standard OGRD proposal processing.
2. NIH moves to Grants.gov (Jennifer Jansen) National Institute of Health is moving its way into electronic submissions, via Grants.gov. (All but the “K” awards.)
This is expected to be in full effect by Spring 2006.
Software will be required.

3. NSF Rules of Behavior (Jennifer Jansen) National Science Foundation has enforced an electronic, pop-up web page that will appear when you log in to submit a proposal. The page will ask you to read the Rules of Behavior and certify as “agreed.” Effective September 10, 2005. 4. Agreement Processing Decision Tree (Andrea Comley) Find this form online to learn:

Glossary of agency and contract related terms included. (The OGRD website is currently under construction, a link will be provided at a future meeting. Individuals who would like this information in the interim should contact their OGRD Coordinator.)
5. Memo #2 Updated (Dan Nordquist, Lauri Kramer) A discussion of change to the base salary was initiated. Changes to the WSU definition are on hold pending discussion with the WSU Executive Budget Director.
6. Faculty Mandatory Training (Dave Clark) WSU is initiating Faculty Mandatory Training via the web. The training modules will be available in October. Additional details in regards to timing, web-links and process will be provided as the release date nears.

SPS ITEMS DISCUSSED (Nancy McMahon)
1. A-133 Single Audit (e.g. Effort Reporting)
The auditors will be here soon.
2005 was the base year for our F&A rate agreement.
Brad will be running reports in about three weeks.
If we don't have a reasonable amount of cost share, and additional amount will be added arbitrarily erring on the side of the federal government, which will have the effect of lowering our F&A rate.
1100 effort certifications are still outstanding from Spring and Summer, as well as a handful from prior periods.
2. Check Handling Reminder
All checks need to go to the Cashiers to be put in the safe in the SPS box. Ask the Cashier to sign for the check so you have a record of receipt. Please provide the account number or award number if possible.
Do not hold on to checks waiting for an account to be set up. We will deposit the money in our suspense account and transfer after the account is set up.
3. SPS Updates
Service Center Training – we have powerpoint presentation developed. Brad or Lori will be happy to give a presentation over WHETS. If there is enough interest, a second presentation can be scheduled for the Pullman Campus. The powerpoint presentation will be sent to the RAC list.
