SEPTEMBER-22-2006 MEETING:
OGRD Agenda Items:
-Fraud Indicators: M. Blackwell at UW talked with Dan Nordquist about this. The USAID website has a summary of fraud indicators and Brenda Griffin put a list together, which Andrea Comley will distribute. Please review these. (Dan Nordquist)
-Updates and Personnel: Andrea Comley is leaving for the University of Idaho . A goodbye party will be coming. (Dan Nordquist)
– Lauri Kramer has left OGRD for VCAPP and OGRD is filling that spot soon. Brenda Griffin is the new Grant and Contract Coordinator Lead, Jackie Bolden is a new Grant and Contract Coordinator and Derek Brown is a new Grant and Contract Specialist, replacing Jackie Bolden. Derek's now vacant Office Assistant III position has been posted. (Andrea Comley)
-Brenda Griffin and Jackie Bolden have been holding the fort down on proposals and awards, but complex contracts and NDA's are going to Dan Nordquist for the time being. (Andrea Comley)
-Export controls: Dr. Petersen wanted a committee on this. (Dan Nordquist)
-Anyone sending ANYTHING to another country should STOP and send it for review first because you might need a license, and jail could result. It could take up to six months to get a license, so do this early! (Tom Martin)
-Deemed exports: The transfer of info/data/software/equipment to foreign nationals actually being used here in the USA . There is potential to still need a license. Military/dual use items are likely to need this, most others do not but COULD. (Andrea Comley)
-A PI in Chemistry has a machine to sniff out explosives which could be used by the military. Be careful, do not send anything overseas without checking. (Tom Martin)
-Eventually a website will be set up to help identify if we need to review export items. Questions will be asked on paper, and if you have any questions contact David Clark and not OGRD. Think this through when filling out the REX forms, be smart! (Dan Nordquist)

-Invoice templates are hopefully going to get put up on the website (Nancy McMahon)
-Subcontract templates are incorporating invoice format at Exhibit B, hopefully done next week (Andrea Comley)
-Fabrication account update: How to deal with overhead assessments dealing with fabrication. A group met on this and came up with options: Possibly have a separate account to manage this, possibly identify this on the REX form, possibly do a BPPM (Andrea Comley)
